Incentive Announced for Medical Basic Science Teachers: 70% of Basic Salary
The Ministry of Health and Family Welfare has issued a gazette notification announcing an incentive allowance equivalent to 70% of the basic salary for teachers of basic subjects in medical education institutions, including five medical universities. This incentive will also apply to teachers of two additional subjects that are not classified as basic sciences.
Two related gazette notifications were issued by the Ministry on Tuesday (November 4th). The notifications, signed by Senior Assistant Secretary Sanjib Das from the Medical Education-1 Branch of the Health Education and Family Welfare Division, confirmed the details.
Institutions and Subjects Covered
The allowance is aimed at addressing the shortage of basic subject teachers in medical education.
• Medical Universities: Teachers with postgraduate degrees in three departments—Anatomy, Physiology, and Pharmacology—at the Bangladesh Medical University (BMU) and the medical universities of Rajshahi, Chattogram, Sylhet, and Khulna will receive the 70% incentive.
• Medical Colleges & Specialized Institutions: Teachers in ten subjects at 37 government medical colleges, one dental college (Dhaka Dental College), the Centre for Medical Education (CME), and 19 specialized institutions will receive this incentive.
• Eight Basic Subjects: Anatomy, Physiology, Biochemistry, Pharmacology, Forensic Medicine, Community Medicine, Pathology, and Microbiology.
• Two Non-Basic Subjects: Virology and Anesthesiology will also be included because, despite not being basic subjects, they are non-practicing fields.
Conditions for Receiving the Incentive
Both notifications stipulated identical conditions for receiving the allowance:
1. Non-Practicing Declaration: Teachers with postgraduate degrees in the relevant basic subjects must officially provide a “Non-Practicing Declaration” to be eligible for the monthly incentive allowance.
2. Disqualification: If any teacher fails to provide the Non-Practicing Declaration or is proven to be involved in private practice, they will not be considered eligible for the incentive allowance.
Financial Terms and Validity
The financial benefit will be effective from the current fiscal year 2025-2026. Other conditions include:
• All financial rules and regulations must be strictly followed when granting this allowance.
• The rate of this allowance will remain unchanged in the 9th National Pay Scale.
• The bill disbursing authority will be held responsible if any irregularities are observed in the expenditure related to this allowance in the future.
